as the Indians are in the position of expatriate
officers it is reasonable that they should receive
extra remuneration as compared with locally domiciled

The relation of the "high cost of living allowance"
plus the "rehabilitation allowance" is not quite cleur
to us from the papers we have here and we are asking
the Governor to elucidate the matter.
